Regulation
The accessibility rules find their foundation within the framework of the Spanish Constitution, which contains different orders addressed to the Public Powers to foster equality and the individual development of persons (arts. 9.2 and 14) and to carry out a policy of integration of the persons with physical, sensory, intellectual disabilities by ensuring the enjoyment of the individual and collective rights in the different means in which the human activity is developed (art. 49).
In this sense, the autonomic regulation regarding accessibility responds to the legitimate exercise of the competences that with an exclusive nature and in accordance with the Spanish Constitution are conferred to it by the Statute of Autonomy with regard to the organisation of the territory, urbanism and housings, and with regard to transportation and social action.
